This mushroom has a distinctive set of red bands around the lower stem. Also, Cortinarius all have a cobwebby partial veil that covers the gills at first, then leaves remnants on the cap and stem. The spore print is rusty brown. It's common name is Red-banded Cortinarius, and it grows on the ground under birch trees.
