There's three common species of Ramalina in California that have apothecia: R. leptocarpha, R. puberulenta, R. menziesii. The second is minutely hairy, the last forms nets, and the first is in your photo. There's also R. dilacerata, but it's not known (yet) from the Bay Area. It has main branches that are partially hollow.
