I see this species has an affinity for spruce, is the largest cause of loss in Norway spruce plantations, and this specimen was found under a large hedge of mature Norway spruces. I also see that there have been several reports of this species in neighboring Allegheny County. The light brown color for the caps, darker brown scales, and brown scales on the ring (seen on the younger specimen that still has a full ring), and appearance on conifers (esp. spruce) were supposed to be defining characteristics.

In the lawn under a row of Norway spruce, about four feet away from the nearest trunk. Caps about 2-3' across, beige with small brown scales (not large scales like a shaggy parasol).
