Well, I was sure the neon orange stalk would've made it easy to identify this mushroom but it has confounded me. It is so small (pileus width 3.5 cm, stalk width 13 mm, height 4.5 cm) that getting the camera to capture minute details was difficult. I found it under two Monterey pines planted along a service road along with a number of other very small mushrooms (Observations 2761 & 2762). There were at least 2 or 3 of these, partially buried in the ground.
