These look like one of those veiled Hebelomas that have all the characteristics of a Cortinarius. Hebeloma mesophaeum is described as having a brown spore print and minutely roughened spores. These do have an apparent cortina and a distinctive odor but I would call the spore print rusty brown(see photo) and the spores definitely more than minutely roughened. They were growing near Live Oak and Madrone. Spores were ~ 10.0-10.9 X 6.0-6.9 microns. Edit; Definitely a Cortinarius...which I have seen before.
